Development of Star Ratings for Residential Aged Care Project
Project overview
A consortium consisting of the University of Queensland Centre for Health Services Research (UQ CHSR), the Aged Care Industry Information Technology Council of Australia (ACIITC) and PricewaterhouseCoopers (PwC) has been engaged by the Australian Government Department of Health (the Department) to assist in the development of Star Ratings for residential aged care services in Australia.
Star Ratings will help senior Australians and their families to compare the quality and safety performance of different services and providers.
Star Ratings will be published on My Aged Care by the end of 2022. They will be based on:
- 5 quality indicators
- service compliance ratings
- consumer experience
- staff minutes of care.
The development of Star Ratings will be informed by evidence and consultations which will engage stakeholders and consumers via a co-design process. It will allow senior Australians to contribute their experiences and suggestions to the development of Star Ratings for residential aged care in Australia.
The consortium will conduct an evidence review, which will investigate the existing and publicly accessible rating systems of Residential Aged Care Facilities (RACFs) in OECD countries. The review will explore both international peer-reviewed and grey literature. The findings of the evidence review will feed into a round of consultation activities across the aged care sector. Consultation activities will be led by ACIITC.
CHSR will also develop an algorithm underpinning the Star Rating system based upon the findings of the review of evidence and the sector and consumer consultation activities. We will check the proposed measures for inclusion for completeness and face validity, clean up the extreme values and outliers, and transform them to the same scale.
The prototype is due for delivery to the Department of Health in late February 2022.
